You can carry concealed using an outside waistband holster in California, as long as the gun is concealed. While there is no law on the books stipulating that you may not print, or have the outline of a gun on a shirt, it is frankly not so smart. When you carry concealed, make sure, it is concealed. You don’t want people to know that you are the guy with the gun. Some people might prefer carrying outside the waistband for comfort, or body shape. As long as the gun remains concealed, you’re fine. In addition, smaller counties are allowed to issue concealed carry permits for open carry. But not all of them do.
